PvP you shouldn't be using staves...
Your equipment should be something like
Set 1: negative energy set
Set 2: defensive set
Set 3: high energy set
Set 4: either a dual 20/20 set for WoH spamming or a second defensive set for different damage types

20/20s set should be a main set, massive E-denial isn't common enough anymore to warrant taking up one of your quick slots with a -5e sword imo; generally you'll get more out of 20/20s (and you can carry that sword still just in case)
Anyho, on-topic - Inscription for a staff should pretty much always be 20% Half Casting Time. If you need extra energy as a monk, that's what your dual 15/-1 set is for.
edit: just for the record, I'm not really into Healing staves, the only real use for a staff is a quick-cast set with +enchants, and the only enchants maybe worth lengthening in Healing Prayers are the two Spotless spells.
Taking a weapon just for two niche spells? Meh

Double HCT (Adept, Aptitude not Attitude inscription), 20% Recharge (All spells, inherant on Staves) and 20% Enchantments should suit a hybrid, pure heal just doesn't cut it unless it's Healers' Boon.
You should have multiple weaponsets anyway.

for healing staff, if you must use one, 40/20/+30... but a 40/40 set is prefered in almost every way
